Prep
1. Heat the oven to 220C and line a baking tray. In a large bowl, whisk together self-raising flour, baking powder, salt, and black pepper.

2. Rub unsalted butter into the flour mixture until it looks like coarse crumbs. Stir in most of the sharp cheddar and the fresh chives, reserving a little sharp cheddar for topping.

Make Dough
3. Beat egg with milk, then pour into the bowl and mix gently just until a soft dough forms. Do not overwork it.

4. Turn the dough onto a lightly floured surface, pat it into a thick round, and cut into wedges or rounds. Place on the tray and scatter the reserved sharp cheddar over the tops.

5. Bake until well risen and golden brown, about 14 to 18 minutes. Cool for a few minutes before serving warm or at room temperature.
