Cook and Chill
1. Bring a large pot of water to a boil and season generously with Salt. Cook the Small pasta shells for 1 minute less than package directions, until just al dente, then drain and rinse under cold water until cool. Drain very well.

2. In the same boiling water, cook the Medium shrimp for 2 to 3 minutes until pink and opaque. Transfer to an ice bath for 2 minutes, drain, pat dry, and halve the shrimp if large.

Dressing
3. Whisk the softened Cream cheese until smooth, then whisk in the Sour cream, Milk, Dijon mustard, Garlic powder, Black pepper, the zest of the Lemon and 2 tablespoons of its juice until silky and pourable. Add a splash more Milk if too thick.

Assemble
4. Dice the Celery stalks and Cucumber and chop the Fresh dill. In a large bowl, combine the pasta, shrimp, Celery stalks, Cucumber and Fresh dill, then fold in the dressing until evenly coated.
5. Cover and chill for at least 30 minutes so the flavors meld. Taste, adjust with a squeeze more Lemon juice and Black pepper, loosen with a splash of Milk if the pasta has absorbed the dressing, and serve cold.
