1. Cut the chicken thigh into small pieces, then finely chop or pulse in a food processor until the pieces are about 5 mm (1/4 inch), a safe size for a toddler. Heat the olive oil in a large deep skillet over medium heat, add the chicken with the garlic powder, paprika and salt, and cook, breaking it up, for 6-7 minutes until cooked through with no pink remaining.
2. Bring a pot of water to a boil, cook the pasta 1 minute longer than the package directions so it is very soft, and add the broccoli florets for the last 3 minutes. Drain, then finely chop the broccoli into tiny pieces, about 5 mm (1/4 inch), and set aside with the pasta.

3. Push the chicken to the side of the skillet, lower the heat to medium-low, and melt the butter. Whisk in the flour and cook for 1 minute, then slowly pour in the whole milk while whisking. Simmer gently for 3-4 minutes until thickened enough to coat a spoon.
5. Fold the pasta and chopped broccoli into the chicken and cheese sauce, adding a splash of milk if it seems thick. Let it cool for 5-10 minutes until warm, not hot, and check that everything is soft before serving in small portions.
